Return of the Golan

Received a mail today regarding EU's Javier Solana is backing the return of the Golan Hights to Syrian control. To Mr. Solana's defend this was said during a visit to Syria.

Why should the Golan be a part of Syria? Let's look at the question from a historical perspective.
From 1981 till today the Golan has been a integreated part of the state of Israel
From 1967 - 1981 the Golan was under Israeli military control
From 1944 - 1967 the Golan was part of the Syrian state
From 1923 - 1944 the Golan was part of the French mandate of Syria according to a agreement between United Kindom and France
Untill the end of WWI the Golan was part of the Ottoman Empire, which ended when the Turkish Republic was declaired in 1923.

From 1923 til 2007 the Golan was under Syrian control for 23 years. In the same period the Golan has been under Israeli control for 40 years.

The borders of modern days Syria was drawn by France and United Kindom. Syria lost control over the Golan in 1967. In 1973 Syria attacted Israel, but lost the Yom Kippur war. Since then Syria has not been a threat to northern Israel.

Why Mr. Solana should the Golan be given to Syria?
